Elia explains the basic principles behind the outage plan
The power shortage plan published by the Secretary of State for Energy on
3 September 2014 is based on the outage plan drawn up since 2003, for which
the legal basis was available in 2005. The aim of this plan is to safeguard the
Belgian grid from sudden impacts such as a drop in frequency or voltage.
It was developed in accordance with the Federal Grid Code (Article 312 of the Royal
Decree of 19 December 2002) and the rules in force among system operators in
Europe to prevent a complete blackout of the Belgian and European networks.
This outage plan was approved by the Ministerial Decree of 3 June 2005
following an opinion by CREG.
