Sale of Walloon green certificates to Elia

Wallonia has set up a scheme requiring the local transmission system operator to buy green certificates at a guaranteed minimum price.

Elia's role

As a transmission system operator or local transmission system operator, Elia is bound by public service obligations (set out in the Decree of 12 April 2001) and is therefore required to purchase green certificates issued by the administrative authority from any green power producer that asks it to do so. All producers of renewable energy or electricity from CHP can sell some or all of the green certificates issued to them directly to the local transmission system operator at a guaranteed minimum price.

The price of each green certificate that the local transmission system operator is required to buy is set at €65.

How do I sell my green certificates to Elia at the guaranteed minimum price of €65?

  • Facilities with a capacity of 10 kW or less - normal green certificates
    • If you use the administrative authority's extranet 
    • When entering your meter readings, choose the following sales option: Je demande à Elia de racheter les certificats verts relatifs à la période ci-dessus au prix unitaire de € 65 (I want to ask Elia to buy my green certificates for the period at a unit price of €65). Once the administrative authority issues the green certificates, the sales transaction will proceed automatically.  By law, the administrative authority has 75 days in which to draw up and send a payment list to Elia. Elia will make the relevant payments within 45 days of receiving the payment requests for Walloon green certificates from the administrative authority. The dates of receipt of requests for payment for Walloon green certificates are published below.You can find more information on recording your meter reading in the SOLWATT user guide.

    • If you do not use the administrative authority's extranet
    • Each time you take a meter reading, fill in the form for submitting quarterly meter readings with a view to obtaining certificates (Relevé d’index trimestriel en vue d’octroi de certificats), which is available on the administrative authority's website. The administrative authority will record your meter reading when it receives your form. Once the administrative authority issues the green certificates, the sales transaction will proceed automatically.  By law, the administrative authority has 75 days in which to draw up and send a payment list to Elia. Elia will make the relevant payments within 45 days of receiving the payment requests for Walloon green certificates from the administrative authority.  The administrative authority will not process transaction forms sent by email or fax.

      Please note that if you did not choose to sell your green certificates to Elia at the guaranteed minimum price of €65 when you were entering your meter reading data, you will no longer have the option of selling the certificates issued in connection with that meter reading to Elia.


  • Facilities with a capacity of 10 kW or less - advance-issue green certificates
    • If you use the CWaPE extranet
    The administrative authority's website provides more information about automatically registering transactions involving the sale of advance-issue green certificates to Elia.
    • If you do not use the administrative authority's extranet
    Fill in the form for recording a transaction for the sale to Elia of green certificates issued in advance (Formulaire de transaction vers Elia réservé exclusivement aux octrois anticipés de certificats verts) and send it to the administrative authority. CWaPE will then register your application to sell your certificates to Elia and will forward the payment order within a legal deadline of 75 days. Elia will make the relevant payments within 45 days of receiving the payment requests for Walloon green certificates from the administrative authority.  The dates of receipt of requests for payment for Walloon green certificates are published below.  The administrative authority will not process transaction forms sent by e-mail or fax.

Additional steps to be taken by producers who are subject to VAT

Producers that are recorded in administrative authority database as being VAT-registered must send Elia an invoice to release the payment.
Invoices can be sent by post Elia Transmission Belgium SA, Supplier Accounts, Boulevard de l’Empereur 20, 1000 Brussels or by email (in PDF format) to Invoice_GCV@elia.be.

Important change

Under the Transfer Decree adopted by the Walloon Parliament on 31 January 2019, which amends the Decree of 12 April 2001 on the organisation of the regional electricity market, the Walloon Public Service for Spatial Planning, Housing, Heritage and Energy took over the treatment of the files concerning green production since 1 May 2019. For the comprehension of the site, the term 'administrative authority' should be understood as referring to CWaPE before 30 April 2019 and the Walloon Public Service for Spatial Planning, Housing, Heritage and Energy from 1 May 2019 onwards.
