Cross border procurement of Frequency Containment Reserve (FCR)
As of the beginning of August 2016, Belgian TSO Elia is scheduled to move from monthly to weekly procurement of Frequency Containment Reserves (FCR) and join the existing international cross border FCR cooperation with the German, Dutch, Swiss and Austrian TSO’s.
A first common FCR procurement amongst above mentioned TSO partners will be held for the delivery period of the 1st week of August 2016. As of the first common auction the weekly total FCR-demand procured will include maximally 70% of the Belgian FCR obligation (weekly variable volume of max 51 MW) as well as the participation of the Belgian BSPs (Balancing Service Providers) via the internet platform regelleistung.net to the common FCR procurement.
Furthermore the French Transmission System Operator RTE indicated interest in joining the common FCR procurement in 2017. Of course we will inform you about further procedure.
- Germany, the Netherlands, Austria and Switzerland launched cooperation on FCR procurement in April 2015. Instead or in addition to national FCR procurement, these countries procure their FCR in a common auction.
- The FCR-obligations are shifted between countries while respecting the current & future ENTSOE and European Network Code Obligations.
