The federal energy strategy, announced by the Federal Government on March 30, 2018, provides for new long-term measures to ensure security of supply for the country. This strategy notably provides for a Capacity Remuneration Mechanism (CRM) to be put in place on the Belgian market. The Federal Government has decided to provide in the law of April 29, 1999 on the organization of the electricity market ("Electricity Law") the establishment of such a CRM.
A working group, consisting of the representatives of the Cabinet of Minister Marghem, DG Energy, CREG and Elia, developed a law proposal in 2018. This law proposal was discussed and approved at meetings of the Commission Economy of the Chamber on March 12 and 19, 2019.
A “Task Force CRM” is established to discuss with the stakeholders the design principles of such a Capacity Remuneration Mechanism to be put in place.
