Public consultation on the proposal of amendment of the T&C BRP

Elia is organizing a public consultation on the proposal of amendment of the T&C BRP in the context of the implementation of Transfer of energy (ToE) for the day-ahead and intraday markets and the requests formulated by the CREG and the VREG in earlier decisions.

Context

The proposed amendments of the T&C BRP mainly relate to the implementation of Transfer of energy (ToE) for the day-ahead and intraday market segments. These proposed amendments are in line with the consolidated design note on the implementation of ToE for the day-ahead and intraday markets, as published on the Elia website and informally consulted during July and August 2020.

In addition, amendments are proposed to address the requests made by the CREG in decision (B)1913/2 of 27 May 2019 and (B)2013 of 2 December 2019, and by the VREG in decision BESL-2019-23 of 27 June 2019.

Finally, a small adaptation for the nominations for external commercial trade programs is required due to the evolution towards higher resolution (smaller market time unit) intraday exchanges.

The explanatory note furthermore provides an overview of the main proposed amendments to the T&C BRP.

Note that the implementation of ToE for the day-ahead and intraday markets also require amending the Rules on the organization of the Transfer of energy. These amendments are publically consulted during a period largely overlapping the period of the present consultation. 

Period

Elia invites all stakeholders to submit any comments and suggestions they may have on the document submitted for consultation.

The consultation period runs from 22 October 2020 to 22 November 2020.

After the consultation period, Elia collects all comments and feedback from the market parties. Elia will analyse these comments and integrate them into a consultation report together with Elia’s responses. In addition to the consultation report, Elia will publish the reactions of the market parties (including names) on the website, unless it is explicitly stated that the contribution is to be considered confidential.
