Laying a 70 kV underground cable connection between Wilsele high-voltage substation and Pellenberg transition substation

Security of supply in the greater Leuven area

From November 2018 to December 2019, Elia is laying a new 70 kV underground cable connection between the existing high-voltage substation in Wilsele and the transition substation being built on the border between the municipalities of Kessel-Lo and Pellenberg. The new cable will ensure that Pellenberg and, by extension, the greater Leuven area continue to be supplied with the power they need in future. Besides, the 70 kV underground cable needs to be built to replace the ageing 70 kV overhead line, since Elia will eventually dismantle the Tienen-Pellenberg section of that line.

    Elia is laying an underground cable connection between the existing high-voltage substation in Wilsele and the transition substation being built on the border between the municipalities of Kessel-Lo and Pellenberg. The new cable is necessary for two reasons:

    • Security of supply for Pellenberg and Leuven
      Pellenberg and, by extension, the greater Leuven area must always be supplied with the power they need. By laying the new 70 kV cable, Elia is ensuring that security of supply will continue to be guaranteed in the years to come and the grid will be able to cope with future loads.
    • Existing 70 kV line at the end of its service life
      The high-voltage line currently running between Tienen and Kessel-Lo is coming to the end of its service life. Elia is building a new cable connection to replace the capacity provided by this line. The Tienen-Pellenberg section of the old line will eventually be dismantled.

    The new 70 kV cable connection runs through Wilsele and Kessel-Lo, spanning a distance of seven kilometres. The route was chosen in consultation with the local authorities, taking into account a range of considerations in order to minimise the impact. Busy thoroughfares and private land will be bypassed or drilled under where possible.

    The route of the 70 kV underground cable connection begins at the existing Elia high-voltage substation in Wilsele (Aarschotsesteenweg). From there the cable runs along the Leuven-Mechelen railway line, the Eénmeilaan roundabout, Domeinstraat, Genadeweg, Schoolbergenstraat, Kortrijksestraat, Meugenslaan, Wimmershofpad and Kamperfoelieweg, up to the transition substation being built in Pellenberg.

    Elia always bears the local area in mind when it carries out work and takes a number of measures to minimise disruption for that reason.

    • Elia carries out its activities in worksites around 1 kilometre long.
    • Elia guarantees that local residents will always be able to access their homes on foot.
    • Footpaths will always be kept clear while work is ongoing, and cyclists will be able to pass the worksites safely.
    • While work is under way, the roads on which the worksites are located will remain open to traffic in one direction.
    • Any diversions will be agreed with the relevant authorities and clearly communicated to local residents.
    • Once work is complete, the worksites will be restored to their original state.

  • Schedule
    • July 2018: Permit process completed.
    • October 2018: Start of the work on the new transition substation in Pellenberg.
    • November 2018: Start of the work on the 70 kV underground cable connection.
    • December 2019: Expected completion of the work on the 70 kV underground cable connection (and the Pellenberg transition substation).

    Work on the underground cable connection will be split into nine parts, each of which has its own schedule.
