Restoration Tariff during a TSO-controlled dispatching period

Publication of the restoration tariff, replacing the imbalance tariff, in the event of a period of TSO-controlled dispatching, in accordance with article 11 of the rules for suspension and restoration of market activities and the rules for imbalance settlement and settlement of balancing energy imbalances in case of suspension of market activities.

Pursuant to Article 39 of Regulation (EU) 2017/2196 establishing a network code on electricity emergency and restoration, Elia determines a restoration tariff in the event of a TSO-controlled dispatching that takes place during the restoration of the electricity network following a state of widespread outage. This restoration tariff varies per market time unit and is applicable during all market time units of the TSO-control dispatching.
It is calculated as follows: For each quarter-hour, the restoration tariff is the average of the day-ahead reference price for the Belgian bidding zone (https://www.elia.be/en/grid-data/transmission/day-ahead-reference-price  ) for the same quarter-hour over the previous 21 days, with the extreme values (the 3 highest and 3 lowest prices) removed from the average calculation.

This tariff replaces the imbalance tariff for all market time units of the TSO-controlled dispatching. The exact formula is defined in Elia's Tariff Proposal, drawn up in accordance with the tariff methodology referred to in article 12, § 2, paragraph 1, of the Electricity Law.

The proposed restoration tariff is part of the broader framework of the establishment of the rules for suspension and restoration of market activities and the rules for imbalance settlement and settlement of balancing energy imbalances in case of suspension of market activities in accordance with Articles 36 and 39 of Regulation (EU) 2017/2196 establishing a network code on electricity emergency and restoration, which was approved by the CREG in its decision (B) 2635 of November 9, 2023 (https://www.elia.be/en/about-elia/legal-framework/eu-network-codes#emergency-and-restoration ) and whose provisions applied in the case of a Dispatching controlled by the TSO are described in article 11.

Elia automatically calculates and publishes the restoration tariff each day, using the formula defined in the Tariff Proposal, as required by Article 11(4) of the rules for suspension and restoration of market activities and the rules for imbalance settlement and settlement of balancing energy imbalances in case of suspension of market activities. However, this tariff is applicable and replaces the imbalance tariff ONLY when a TSO-controlled dispatching period is in progress. In all other cases, this tariff is purely informative.  

Please note: As specified in the restoration tariff formula described in the tariff proposal, when the TSO-controlled dispatching period lasts more than one day, the restoration tariff is identical for each quarter-hour of the various days concerned, and the formula is applied taking into account the last day on which the transmission system operator was not in a TSO-controlled dispatching period at 00:00. Example: If a TSO-controlled dispatching period is declared on May 6, 2024 at 16:00 and ends on May 7 at 20:00, the restoration tariff for the 16:30-16:45 market time unit will be identical for May 6 and May 7, and will be the one displayed for the May 6 date.
