Public consultation on the new aFRR design

Elia has finished a study on the future market design of the aFRR (automatic Frequency Restoration Reserve) product. In this study several modifications are proposed amongst the implementation of a merit order activation, rules enabling portfolio bidding and other new features which facilitate the opening of the aFRR market to all technologies, independent on the voltage level and the type of aFRR provider (BRP/BSP). The lessons learned during the R2 non-CIPU pilot project conducted in 2017, have been taken into account during this design study.

 

Context

The study is composed out of two parts. The first part describes the future product design of the aFRR product, i.e. the procedures for the submission of the bids, the selection of the bids, the activation procedure, the checks and financial settlement of the energy. In the second part, the design study with respect to the extension of the Transfer of Energy mechanism to the aFRR market is presented.

A consultation was organized from the 3rd of September 2018 until the 30th of September 2018. The aim of the consultation was to gather feedback from the stakeholders on the proposal for the new aFRR design.
