Public consultation on the study on aFRR activation method

Context

In the context of the opening of the aFRR market, some units participating in the service have the technical capacity to react faster than the FAT. This greater responsiveness cannot be exploited with the current "control request" activation method. A "control target" activation method would allow a faster activation of the aFRR balancing energy, in line with the recommendations of the Elia 2020 deterministic frequency deviation study.
The proposed study assesses the impact of a change in activation method and proposes the conditions under which the control target activation method would be applied.

Period

Elia invites all stakeholders to submit any comments and suggestions they may have on the document submitted for consultation.
The consultation period runs from 20 October 2022 to 20 November 2022.

After the consultation period, Elia will collect all comments and feedback from the market parties. Elia will analyse these comments and integrate them into a consultation report together with Elia’s responses. In addition to the consultation report, Elia will publish the reactions of the market parties (including names) on the website, unless it is explicitly stated that the contribution is to be considered confidential.
