Public consultation on the proposal of amendment of the T&C BRP

Object

Elia is organizing a public consultation on the proposal of amendment of the T&C BRP in the context of the implementation of the progressive relaxation of the balance obligation of BRPs in Day-ahead.

Context

The proposed amendments of the T&C BRP mainly relate to the implementation of the progressive relaxation of the BRPs' Day-ahead balance obligation. These changes follow the study conducted in 2020 on the relevance of the BRPs' Day-ahead balance obligation. This study was consulted in September and October 2020 and concluded with a recommendation to progressively relax this obligation. A detailed plan was proposed for the implementation of the relaxation of this balance obligation. The proposed amendments to the T&C BRP are in line with this implementation plan which was discussed with the market during the Working Group Balancing meeting on 6 May 2021.

In addition, amendments are proposed in the description of the notifications sent to the BRP in case of mFRR activation of DPpg delivery points located in the BRP's balancing perimeter, in order to ensure consistency between this description and the evolution of the timing of notification foreseen in the context of the connection to the European MARI platform.

Finally, various small corrections are proposed in the BRP contract. 

The explanatory note provides an overview of the main changes proposed to the T&C BRP.

Consultation period

Elia invites all stakeholders to submit any comments and suggestions they may have on the consulted document via the online form during the consultation period from 15 June 2021 to 15 July 2021.

After the consultation period, Elia will collect all comments and feedback from market participants. Elia will analyse these comments and integrate them into a consultation report which will also include Elia's responses to the feedback received. In addition to the consultation report, Elia will publish the reactions of the market players (in a named manner) on the website, unless it is explicitly stated that the contribution is to be considered confidential. Finally, Elia will submit a final proposal of amendment of the T&C BRP to the competent regulatory authorities.
