Public consultation in the framework of the Network Code on Emergency & Restoration (defense services, restoration service, rules for suspension and restoration of markets)

Topic

On 24 November 2017, the European Commission published Regulation (EU) 2017/2196 establishing a network code on electricity emergency and restoration (NC ER). Elia organized a formal public consultation of the stakeholders in accordance with NC ER, which requires Elia to submit by 18 December 2018 several documents for regulatory approval after public consultation.

Context

The following documents have been consulted between October 8th and November 19th 2018 included:

  • Rules for suspension and restoration of market activities and specific rules for imbalance settlement and settlement of balancing energy (available in English here)
  • Terms and conditions to act as Restoration Service Provider (RSP) established on a contractual basis (available in English here)

These documents are supported by an explanatory note (available here), which highlights the purpose of the consultation and the motivation why Elia decided not to publish Terms and Conditions to act as Defense Service Provider (DSP) established on a contractual basis.
