Formal public consultation on the Rules on the organization of Transfer of Energy
Context
Elia launches this Tuesday, June 18, 2019 a formal public consultation of the market players on the Rules on the organization of Transfer of Energy. The proposed changes to the Rules on the organization of Transfer of Energy relate to the inclusion of a new “pass-through” regime for all non-CIPU units, both net-offtake and net injection, for the following market segments:
- The market segment of mFRR (reserved and non-reserved)
- The market segment of aFRR;
- The market segment of SDR
This regime will automatically apply to all delivery points for which the grid-user has signed a "pass-through" contract. The purpose of this consultation is to receive any comments from the market players that they could have with the proposed changes.
Period
The consultation period runs from Tuesday, June 18 to Tuesday, July 16, 2019.

Elia will then prepare a consultation report that will be made public to all market players. Those who wish, may request that their response is treated confidentially in this consultation report.
