Public consultation of the study on the evolution of the BRP nominations


Elia is organizing a public consultation of the study on the evolution of the nominations submitted by balance responsible parties (BRPs). This study aims to analyze the possible evolutions of the nominations submitted by BRPs and to provide a recommendation for potential improvements with respect to the current situation. The study contains:

  • A description of the nominations submitted by BRPs and the possible evolutions thereof;
  • A description of the different processes in which Elia makes use of the nominations submitted by the BRPs (including an analysis of the recent and possible future changes in these processes) and resulting assessment of the data needed by Elia for executing these processes;
  • An analysis of the impact of the planned split between the roles of BRP and scheduling agent (SA) on the nominations that need to be submitted by the role of the BRP;
  • A recommendation on the evolutions of the nominations that need to be submitted by the BRP;
  • An analysis of the necessary steps for the implementation of this recommendation.


BRPs currently submit different types of nominations to Elia as part of their so-called daily balancing program. These nominations mainly consist of different types of nominations related to planned physical injections and offtakes in different locations of the grid and nominations related to commercial transactions.

However, the context in which the BRP submits these nominations is changing. A first relevant evolution is that it is foreseen that different parties can take up the roles of balance responsible party and scheduling agent in the future for the same unit. A second important evolution is that the day-ahead balance obligation is being progressively relaxed. In this changing context, questions are raised on the required evolutions of the nominations submitted by the BRP, and Elia’s needs for receiving certain type of nominations. 

In this context, the objective of this study is to recommend a desired evolution of the nominations submitted by the BRP-role considering the above-mentioned evolutions while also considering Elia’s current and future needs for receiving nominations for effectively performing different operational processes (e.g., adequacy check or load flow calculations) as well for achieving an efficient and transparent market functioning (e.g., publication of indicators on day-ahead imbalances).


Elia invites all stakeholders to submit any comments and suggestions they may have on the documents submitted for consultation. 

The consultation period runs from 15 September 2022 to 13 October 2022. 

After the consultation period, Elia will analyze and integrate in a consultation report the collected reactions from the market parties as well as Elia’s responses to them. Elia will publish on its website this consultation report together with the reactions of the market parties (including names) that are not explicitly indicated as confidential.
