Public consultation on the proposal for amendment of the T&C BSP aFRR

Topic

Elia is organizing a public consultation on the proposal for amendment of the T&C BSP aFRR in the context of the new aFRR energy and capacity designs.

Context

The connection to European platform for the exchange of aFRR balancing energy, known as the PICASSO project, requires an evolution of the local aFRR energy design. The opportunity is seized to bring some further evolutions that are not directly related to the connection to PICASSO, namely improvements that appeared to be suitable after the implementation of the previous design and alignments with the mFRR design. 

In addition, following the approval of the latest T&C BSP aFRR, Elia has worked together with the market parties and with the CREG to propose a new aFRR capacity design.

This proposal for amendment implements the aFRR energy and capacity designs in to the T&C BSP aFRR.

Next to the proposal for amendment of the T&C BSP aFRR, following documents are joined for information purposes:

  • A clean version of the BSP Contract aFRR after the go-live step 1, as described in the implementation plan of the proposal for amendment
  • A clean version of the BSP Contract aFRR after the go-live step 2, as described in the implementation plan of the proposal for amendment
  • A version of the BSP Contract aFRR with track changes, with a distinction between the changes that will entry into force in step 1 and those that will enter into force in step 2.

Consultation period

Elia invites all stakeholders to submit any comments and suggestions they may have on the document submitted for consultation.

The consultation period runs from 8 December 2021 to 18 January 2022.

After the consultation period, Elia will collect all comments and feedback from the market parties. Elia will analyse these comments and integrate them into a consultation report together with Elia’s responses. In addition to the consultation report, Elia will publish the reactions of the market parties (including names) on the website, unless it is explicitly stated that the contribution is to be considered confidential.
