Public consultation on the test plan

Topic

Following the public consultation related to the update of the test plan in the framework of Regulation (EU) 2017/2196 establishing a network code on electricity emergency and restoration (NC ER) , Elia publishes the updated version of the test plan and the public consultation report.

Context

In accordance with article 7 of the NC ER, Elia organized a formal public consultation on its new proposal of test plan. This document describes the tests (including their frequency and conditions) applied to TSO, DSOs, SGUs, defense and restoration service providers and identifies the equipment and capabilities relevant for the System Defence Plan and the Restoration Plan that have to be tested. 

A first version of the test plan has been submitted for public consultation in October 2019 and subsequently submitted to the minister of energy for approval on the 22nd  of November2019. The minister of energy partially approved this first version of the test plan, namely the part related to the black-start service in the ministerial decree of the 15th of April 2020 on the approval of the test plan proposal according to Article 259 of the Royal Decree of the 22nd of April 2019 establishing a technical code for the electricity transport grid operation and the access thereto. In this ministerial decree, the minister of energy asks Elia to submit a new version on the other part of the test plan by the 1st of November 2020.

The test plan has thus been adapted according to the comments provided in this ministerial decree of the 15th of April 2020 and of the comments submitted by the CREG in its advice (A)2065 of the 11th of March 2020. The test plan has then been submitted to the stakeholders for public consultation from the 15th of September 2020 until the 15th of October 2020.

Elia analysed the received comments and adapted the test plan accordingly. Elia’s answers to these comments are given in the public consultation report, available on the website of Elia.

The updated version of test plan has been submitted for approval to the minister of Energy on the 30th of October 2020.
