Information and tools for suppliers

Since July 2021, a new version of the General Conditions of Purchase (GPC) and Specific Conditions of Purchase (SPC) apply for purchases of IT and electrical equipment (see table below).

These new conditions apply to all Elia Group entities concerning these types of purchases. To cover local specificities, we have also developed Specific Conditions of Purchase (SPC) which include some country-specific clauses. The GPC and SPC must be considered as a whole. 

For smaller purchases (PO value <€100k) we have developed a short version of terms and conditions. 

The Purchases linked to Services and Works are subject to the Purchasing conditions of 01.09.2015 until further notice. 

Please note that the terms and condition that are applicable for the main contract are applicable for all call-offs linked to this contract, even if other GPC + SPC were to be mentioned on the output PO.

Tools REFIN and SUS

To facilitate the invoicing procedure, Elia has developed some tools for suppliers to provide electronic requests for invoice.

For Elia's purchase orders on investments projects : REFIN

For other Elia's purchase orders : SUS

E-Sourcing (Ariba)

E-Sourcing is used by Elia as a facilitator in our sourcing process. More in particular, Elia will use an E-Sourcing platform to organize sourcing events such as Requests For Information or Requests For Proposal. The E-Sourcing tool gives vendors an opportunity to bid and compete fairly for Elia business.
