What does the Adequacy Working Group do?

Adequacy ensures that the total available and expected capacity, including imports, is sufficient to meet demand at all times. To guarantee Belgium’s security of supply in the long term the federal government’s energy strategy laid out a few years ago a number of new measures in order to face energy supply challenges. As the operator of Belgium’s high-voltage grid, Elia advises the federal government on guaranteeing the country’s security of supply. Moreover, Elia is responsible for a number of tasks assigned to Elia by law.

The working group deals with a variety of subjects, including:

  • the Strategic Reserve;
  • the Capacity Remuneration Mechanism ; and
  • the biannual 10 year Adequacy & Flexibility Study.

Organisation

The Adequacy Working Group meets around eight times a year and reports directly to the plenary meeting.

End of 2023, Elia launched a public consultation of the stakeholders on the CRM Functioning Rules in accordance with Art. 7 undecies §12 of the Electricity Act. On February 1st 2024 Elia formally submitted to CREG the updated version of Functioning Rules, taking into account received feedback from the stakeholders.
In accordance with Art. 17 of the Royal Decree Methodology, Elia, in collaboration with CREG, carried out a study with Entras in order to determine the different technologies eligible for the Intermediate Price Cap as well as their fixed and variable operating and maintenance costs.
A mistake has been identified that led to an incorrect WACC used in the framework of the proposal of the Intermediate Price Cap in section 3.2 of the previously published calibration reports. For both the Y-1 and Y-4 calibration report Elia publishes an erratum to rectify this. As a result, there is a small impact on Elia’s proposal for the Intermediate Price Cap.
The 2024 version of the Cross-Border CRM Design Note is the up-to-date version of the Design Note published earlier in 2023. This Design Note sets up the basis for the Cross-Border participation to the Belgian CRM, as Elia intends to open the CRM to participation of indirect foreign capacities from neighboring countries – namely, Germany, France & the Netherlands. A more detailed view of the specifics and processes will be available in the Functioning Rules that will be published later in 2024.
In accordance with § 1028. of the CRM Functioning Rules 2023, ELIA has the obligation to publish on its website, by 31 March 2024 latest, a pre-delivery activity report for every Delivery Period covered by the pre-delivery controls during the past year.

In the "Winter Plan" adopted by the Federal Government in July 2022, the Government entrusted Elia to prepare a one-off auction to mitigate a possible security of supply problem for the period 2024-2025.

In accordance with the subsequent exchanges between the CREG and Elia, it was agreed that Elia would submit to CREG a proposal for the Functioning Rules governing this one-off auction. Following a public consultation of the stakeholders on the LCT Functioning Rules begin 2023, Elia formally submitted on March 1st 2023 to CREG the updated version of the Functioning Rules, taking into account received feedback from the stakeholders”.

In the context of the adoption of its "Winter Plan", the Federal Government decided to make the preparatory steps to organise a one-off auction reserved for new low-carbon technologies for the 2024-2025 delivery year.

The actual organisation of this auction was, however, conditioned to the confirmation of a need in the context of Elia's forthcoming Adequacy and Flexibility study carried out in accordance with Article 7bis §4bis of the Electricity Law, the results of which for the 2024-2025 delivery year would, in contrast to the results for all years (i.e. 2024 to 2034), be published in mid-April instead of at the end of June 2023.

On 21 April 2023, Elia published its 'Adequacy assessment for delivery year 2024-2025 executed in the framework of the assessment of the need to organise a Low Carbon Tender'.

Following article 7 undecies, paragraph 12 of the Electricity Act, Elia should publish the CRM functioning rules established by CREG on its website by May 15th at the latest.

According to the Royal Decree of 28 April 2021 (DutchFrench), Elia submitted the Calibration Report related to the Delivery Periods 2025-26 & 2028-29 to the Minister of Energy, the CREG and the Directorate-General for Energy of the FPS Economy on 15 November 2023.

Publication of the study on the hurdle rates for Belgian electricity capacity adequacy and flexibility analysis in a CRM context

As input for Elia’s Adequacy and Flexibility Study 2024-2034, Professor K. Boudt has developed a calibration of the hurdle rates in a CRM context. These values are used as input parameter for the Economic Viability Assessment (EVA) for capacities in a market design with CRM. The methodology for the hurdle rate calibration in CRM context builds further on the report of Prof. K. Boudt that was part of the public consultation process on the methodology, the basis data and scenarios used for the study regarding the adequacy and flexibility needs of the Belgian power system for the period 2024-2034.

The Cross-Border CRM Design Note

The Cross-Border CRM Design Note sets up the basis for the Cross-Border participation to the Belgian CRM, as Elia intends to open the CRM to participation of indirect foreign capacities from neighboring countries – namely, Germany, France & the Netherlands. End of March 2022, the FPS Economy launched a public consultation on the recommendations to improve the design of the CRM, which were formulated as a result of the technical-economic analysis of the bids and the results of the first auction held in 2021 for the delivery year 2025. On 16th June 2022, Elia formally submitted to the Cabinet its opinion on the concrete recommendations made by Haulogy.
