Testing and control

During testing and control, Elia verifies whether you fulfilled your obligations and delivered the Service in compliance with its requirements

Testing and Control procedures ensure that BSPs correctly deliver the services they were selected for (capacity and/or energy), so Elia can count on them to balance the grid.

Depending on the market(s) you participated in, there are two types of control:

  1. Activation control, in which Elia checks whether you delivered the requested balancing power according to the requirements
  2. Availability control is relevant for the capacity bidding and consists of
    1. Capacity control, where Elia checks if the BSP fulfilled its obligation to submit energy bids
    2. Availability test, where Elia verifies whether the BSP can deliver the volume it is awarded in the capacity auctions

When non-compliance is detected in any of the activation and/or availability controls, Incentives will apply pursuant to the applicable Contract.

Activation control

Elia continuously monitors the delivered power, comparing it to what was requested through the balancing services: FCR, aFRR, or mFRR. The time granularity for these measurements is as follows for the different products:

The balancing power supplied is determined as the difference between the Power physically supplied by the Delivery Points to the grid, and their Baseline value (see the graph below for an illustration). The Baseline value (in MW) represents the power that would have been measured at the Delivery Point without activation of the aFRR Service per Time Step. Net Offtake from the ELIA Grid is considered as a positive value, net Injection into the ELIA Grid is considered as a negative value.


Availability control

Capacity control (aFRR & mFRR only)

Elia controls that a BSP fulfills its obligation to submit energy bids for the corresponding volume awarded in the capacity auctions for mFRR and aFRR.

Availability test

Elia organizes availability tests (at most 12 times per year) to check whether a BSP can deliver the volume it is awarded in the capacity auctions. To that end, Elia communicates a specific activation signal to the BSP and deactivates the corresponding energy bid.
