CRM Product design

The CRM product is developed in collaboration with stakeholders. Before any key changes, Elia holds public consultations, during which market parties can share their feedback.

The Capacity Remuneration Mechanism (CRM) is an essential part of Belgium’s power system, designed to ensure security of supply now and in the future. The CRM product design is shaped by a structured process that values stakeholder input, transparency, and regulatory oversight. This page gives an overview of how the CRM has been developed and which key documents support its evolution.


Functioning rules and formal documents

At the heart of the CRM product design are the Functioning Rules. These rules detail the full operational, contractual, and procedural framework for the CRM scheme, including how capacity is auctioned, remunerated, and how obligations and penalties are managed. The Functioning Rules are published by May 15th every year, following a proposal from Elia and a decision of the CREG. Before Elia proposes changes to the Functioning Rules, a public consultation is organized. The most recent version is published on the website of the CREG.
