Remuneration and settlement
Elia remunerates BSP for awarded capacity & requested energy, remuneration is reduced by incentives if applicable
Elia remunerates BSPs for awarded capacity & requested energy. Remuneration is reduced by penalties if applicable (note that penalties can never exceed the remuneration on a monthly basis).
Remuneration
Depending on the product and market, the auction is run on a pay-as-bid or pay-as-clear basis.

The remuneration is calculated monthly based on the selected bids and their bid price in the case of a pay-as-bid auction or based on the market clearing price in the case of a pay-as-cleared auction.
Incentives
Incentives can apply if non-compliance was detected during any of the following tests (more information about the tests themselves can be found on thetesting and control page:
- Capacity control: Incentive for MW not made available as energy bid
- Availability test: Incentive for missing MW during availability test
- Activation control: Incentive for missing balancing energy supplied

As-is - Elia has created an application, Settlement UI, that publishes detailed settlement information geared towards ancillary service providers, including balancing services. Please refer to the application’s page to learn more:Settlement UI application.
Upcoming changes - As of November 2025, the full functionality of SettlementUI will switch towards the already existing platform EPIC. A first step will be to switch all remuneration related screens for FCR, aFRR and mFRR. In the course of the second quarter of 2026, the control related screens will switch as well. Via EPIC, BSPs will have the opportunity to approve and reject the reports. An alternative is foreseen for BSPs that wish to create their own tooling as the settlement reporting data will be made available through APIs via our platform TraXes.

Current process & timing
At the latest in M+2, settlement data is published on Settlement UI and settlement reports are also being sent via mail. Then, BSPs are required to send an invoice after which Elia takes time to process the invoice and pay.
Future process & timing
Disclaimer: The process and timing described in this subsection will be applicable once the BSP Faster Settlement project goes live. This is planned for end 2025 for remuneration, and mid 2026 for the incentives
Elia provides the financial documents on behalf of the BSP through the joint communication platform ‘EPIC’. This is done per Settlement flow (for example, Activation remuneration for FCR), which, depending on the scenario, can lead to a self-bill, a self-bill credit note or an Elia invoice.
Delivery of the service(s) takes place in month M
- At the latest at the end of M+1, the month after delivery, Elia sends an email to signal settlement is ready, and publishes the same information in the client portal EPIC.
- After accepting the publication in EPIC
- At most 10 days later, the self-bill will be created
- At most 15 days after creation of the self-bill, payment by Elia occurs
