Onboarding BSP
The goal of onboarding new Balancing Service Providers (BSPs) is to ensure that they can effectively, reliably, and securely participate in Elia’s balancing markets.
To get started, contact the Key Account Managers (KAMs) to discuss your interest by reaching out to the following e-mail address: contracting_as@elia.be. They will guide you through the onboarding process, of which the main steps are outlined below:
- Submit the sworn statement and application form for becoming a BSP and arrange the BSP contract after you are qualified by Elia
- Implement the IT-setup so you can send and receive signals/information from Elia
- If applicable, arrange the FSP-DSO contract with each connecting DSO
- Register delivery points which are identified by a meter or a measurement device
- Prequalify volume if you want to participate in capacity auctions.
1. Sign the BSP contract
Your journey as a BSP begins by submitting a sworn statement and an application form to Elia. These documents confirm your intention and demonstrate that your organisation is eligible to participate in Elia’s balancing markets.Once Elia reviews your application and qualifies your organisation, you need to sign the product-specific T&Cs, which officially outline your rights and responsibilities within the balancing market. These T&Cs can be found on the respective product pages for FCR, aFRR & mFRR.
Once the T&Cs are signed, you will be able to login into EPIC, where you can visualize your signed contract. Next to this you will be also able to create all your relevant contact details.
2. Implement the IT setup
The next step is to ensure your technical systems are prepared for a market participation. You’ll need to set up secure IT interfaces that allow you to exchange data and signals with Elia. This technical integration is essential for reliable communication between your organisation and Elia, supporting immediate responses and stable grid operations. Elia will guide you through the required tests to confirm your setup is fully operational.-
Bidding
In order to submit your bids Elia provides graphical user interface (B2C) or a machine-to-machine interface (B2B) so you can interact an automated way. The application can vary by product (FCR, aFRR & mFRR) and the type of bid (capacity vs. energy). For an overview, see the table below with a link to the page of each application:

Activations
Elia uses several machine-to-machine interfaces to send activation signals to the BSP, depending on the product and type of activation it can be a different interface.

mFRR
The activation messages are sent over the ECL queues (format: json.);
- Regular activations
- Activations in context of a prequalification test
- Activations in context of an availability test
aFRR
The activation messages are sent over a SCADA-to-SCADA connection (ICCP/TASE2) for regular activations
The activation messages are sent over an ATP protocol (format: XML.);
- Activations in context of a prequalification test
- Activations in context of an availability test
The activation messages are sent over the ECL queues (format: json.) for aFRR activations in context of congestion (only for DPSU)
FCRNote that FCR is not activated by Elia, as the BSPs react automatically to frequency deviations which they measure themselves, except for an availability test. Here the activation messages are sent over an ATP protocol (format: XML.)

Metering
Guide Communication Requirements
mFRR (DPPG DPSU)
In case of Delivery Point on the Elia Grid, the BSP doesn’t need to send the metering data, since there will be Elia meter or datalogger that directly connects to the Elia Metering Database. In case of Delivery Point within a CDS network, the CDSO should send the metering data towards Elia. These 15 minutes values are made available on D+1 via eVMS and on a sFTP folder.In case of Delivery Point on DSO Grid, the DSO should send the metering data towards Elia via Flexhub.
aFRR (DPPG)
In case of DPPG & LVDPG, the 4-seconds real time measurements should be sent towards the Real-Time Communication Platform “RTCP” via gateways & endpoints
aFRR (DPSU)In case of DPSU, the 4-seconds real time measurements should be sent over a SCADA-to-SCADA connection via ICCP/TASE IDs towards the internal application “EMS”.
FCR (DPPG & DPSU)The 4-seconds real time measurements should be sent over a SCADA-to-SCADA connection via ICCP/TASE IDs towards the internal application “EMS”. Elia aims to move the 4-seconds real time measurements of DPPG & LVDPG towards the Real-Time Communication Platform “RTCP” in Q1 2026.

Settlement
Elia provides an application called “Settlement UI”, for the transparent publication of data used for the settlement of ancillary services. BSPs can, for example use the platform to consult quarter-hourly data used for the remuneration of balancing services. You can find more information on the tool’s page: Settlement UI
3. If applicable, sign the FSP-DSO Contract
If your assets or flexible resources are connected to the distribution grid, a contract with the relevant Distribution System Operator (DSO) needs to be arranged. This FSP-DSO contract ensures smooth coordination between you and the DSO, supporting the safe and effective use of your assets without affecting the stability of the local grid. For more information, please also refer to the subsection of step ‘4. Register delivery points’ on DSO delivery points.
4. Register delivery points
Each asset or resource you plan to use as a BSP must be registered as a delivery point. Delivery points are identified by an approved metering or measurement device, ensuring that every unit of flexibility you provide is tracked with transparency and accuracy. Proper registration of delivery points is required so Elia can validate and monitor your participation.
TSO-connected Delivery Points (including CDS)
As BSP, you will need to provide multiple documents before participation in the service. You will need to send them towards contracting_AS@elia.be
- Grid User Declaration
- CDSO declaration (only in case of CDS)
- Agreements (ToE & Opt Out & Pass-Through) must be submitted by the BSP in case the BRPsource & supplier is not the same party as the BSP
- Justification baseline method
- mFRR; Last QH’ or ‘High X of Y’
- aFRR; Real-Time Baseline Yes or No?
In case your Delivery Point has the OPA & SA obligation, you will only need to provide a justification of your baseline method & energy management strategy

DSO-connected Delivery Points
In case you will onboard Delivery Points on the DSO Grid, you should contact the relevant DSO of your Delivery Point. They will guide you through the process on their side (fully described in the Market Guide Flexibility by Synergrid):

If desired, prequalify for capacity auctions
If you want to offer flexibility in capacity auctions, you must first prequalify the volumes you intend to provide. Note that is only mandatory for FCR. For mFRR & aFRR, you can participate in the non-contracted services. Prior to participation to an aFRR prequalification test, each Delivery Point must have completed a baseline test.
Prequalification involves demonstrating that your resources are ready and able to deliver the amount of capacity you commit to, through testing. Only prequalified volumes can be included in bids for Elia’s balancing capacity auctions.
Note that this step is only required for BSPs that would like to participate in the capacity auctions.

Energy management strategy (EMS)
In case you want to participate with a Limited Energy Reservoir Delivery Point into contracted aFRR and/or FCR, the provision of an Energy Management Strategy (EMS) is required. After validation of your EMS by your KAM Energy, you will be able to participate in the contracted aFRR and/or FCR services only when you successfully passed the prequalification test. When participating in only aFRR non-contracted services, no EMS is required. The EMS should prove the ability of the Delivery Point (on its own or together with other Delivery Points in the pool of the BSP) to comply with the requirements of the aFRR and/or FCR Service.

Prequalification test
Preparation
At least 5 Working Days in advance, the prequalification test day is agreed upon within a 24-hour slot for mFRR & FCR and 4-hour slot for aFRR.The prequalification test is requested by sending a “PQ Test Request Form” (link below) to contracting_AS@elia.be, including all the DP information.
Execution
In case of aFRR & mFRR prequalification test, the BSP receives an activation signal at unknown timing on the agreed upon timeslot (surprise effect) as explained in the section “Activations”. For FCR, there will be no activation signal, the BSP can start in the agreed upon timeslot
Results
At latest 10 Working Days after the prequalification, the results are communicated towards the BSP.
