Public consultation on a modification of the methodology to determine the balancing capacity in the Elia LFC block

Topic

Elia consults on a modification of the “LFC Means” document. In this document, the methodology is specified which determines with which volumes of balancing services the required reserve capacity will be delivered

Context

Today, October 1st, 2021, Elia launches a public consultation of the stakeholders on the LFC Means.

In line with Article 228 of the Belgian Federal Grid Code, the LFC Means specifies the methodology to determine for each balancing service the balancing capacity of aFRR and mFRR to be procured. This new proposal is limited to the necessary change to the mFRR capacity products following the removal of the mFRR Flex capacity product.

It should be noted that only the “Request of amendment of Elia’s LFC Means” is subject to consultation. The consultation note concerning the phase-out of mFRR Flex, the LFC means explanatory note with track changes, as well as the LFC Means with track changes compared to the previous version, are published for information.

Period

This consultation aims to receive any comments from market participants and relevant stakeholders regarding the consulted document and the consultation period is set from Friday October 1 to Friday October 22, 2021
