Public Consultation on the Study Concerning the Prequalification Process and Measurement and Communication Requirements for Low Voltage Units in Explicit Balancing Services, and Possible Developments to Simplify Their Participation

Elia is conducting a public consultation on the prequalification process, the measurement and communication requirements applicable to low voltage units participating in explicit balancing services (mainly FCR and aFRR), as well as on possible developments aimed at simplifying their participation.
The consultation aims to:
- Inform the market of the conclusions and recommendations resulting from the study conducted by Elia;
- Gather feedback from market participants on these recommendations.
The public consultation includes the following document:
- The study report analyzing the barriers to participation of low voltage units and proposing possible improvements.
Context
In recent years, Elia has adapted the Terms & Conditions BSP to allow low voltage units to participate in explicit balancing services, notably FCR and aFRR. The opening of the mFRR service to these units is also imminent.
Despite these advances, several barriers to effective participation have been identified, particularly regarding:
- Measurement and communication requirements.
- The onboarding process of new units.
In a context of growing active resources in distribution and their increasing role in system flexibility, it is essential to facilitate their participation without compromising the quality of the service provided.
The study conducted by Elia analyzes these barriers and proposes concrete ways to overcome them. It was conducted in accordance with CREG decision B658E/89 dated 17 October 2024, which requests Elia to carry out this analysis within the framework of the incentive to promote system balancing referred to in Article 27 of the tariff methodology.
In accordance with this decision, Elia is launching a public consultation on the conclusions and recommendations of the study. Market feedback will be taken into account in the development of the implementation plan.
Period
Elia invites all stakeholders to submit their comments and suggestions on the document under consultation. The consultation period runs from 24 October 2025 to 21 November 2025. The main conclusions will be presented during the Workgroup Balancing Design & Solutions on 13 November 2025.
After the consultation period, Elia will analyze and incorporate the feedback received into a consultation report, along with Elia’s responses to this feedback. Elia will publish this consultation report on its website, as well as the reactions from market participants (including names) that are not explicitly marked as confidential.
