Public Consultation on Additional Technical Requirements for Grid-Forming Battery Energy Storage System and Large Inverter-Based Loads Connected to Elia Transmission system

Subject 

Elia is organizing a public consultation regarding the grid forming capabilities for Battery Energy Storage System (BESS) and technical requirements for large inverter-based loads connected to the Transmission system.

Context 

Upcoming European grid codes (NC RfG 2.0 and NC DC 2.0) will set requirements for grid forming capabilities in power park modules, including electricity storage modules, and define technical connection requirements for inverter-based loads. However, their implementation has been postponed, creating risks for system stability, security, and the integration of rapidly growing inverter-based resources (IBR) in Belgium.

To address these risks and align with practices across Europe, Elia proposes a fast-track approach to introduce requirements for transmission system-connected facilities, specifically:

  • Grid-forming  BESS type D
  • Large inverter-based loads (≥75 MW)

Early implementation will ensure Belgium remains technically prepared, consistent with European developments, and resilient in a low-inertia, high-IBR power system.

Consultation documents

In this fast-track approach, the following documents are subject to public consultation:

  • Modification of the General Requirements for Storage 
  • Modification of the General Requirements for Demand 
  • Accordingly, a proposal of modification of the Royal Decree establishing a Federal Technical Regulation (as per article 11, §1, al.3 of the Electricity law)

Other modifications not subject to public consultation

 Elia has also taken the opportunity of the above-mentioned revision process to clarify the existing general requirements without bringing new changes. These are therefore not subject to this public consultation. 

Namely typo’s were corrected and a modification regarding Low-Frequency Demand Disconnection (LFDD) participation has also been implemented. Indeed, since the approval by the Minister of Energy on January 25th 2024 of Elia’s update of its system defense plan, there is no more derogation regarding the LFDD participation for transmission connected demand facilities and transmission connected closed distribution systems. The derogation has therefore been removed from the General Requirements for Demand.

Consultation Period 

Elia invites all stakeholders to submit their comments and suggestions on the documents under consultation.

The consultation is open from December 10, 2025, to January 21, 2026.

After the consultation period, Elia will collect all comments and feedback from market participants. Elia will analyze these inputs and incorporate them into a consultation report, including Elia’s responses. In addition to the consultation report, Elia will publish the reactions of market participants (including names) on its website, unless it is explicitly stated that the contribution should be considered confidential.
