Elia launches a public consultation of the proposal of exemption from the obligation to procure upward and downward balancing capacity for aFRR separately.   

Context

Article 32(3) of EBGL stipulates that the procurement of upward and downward balancing capacity for aFRR shall be carried out separately, and that each TSO may submit a proposal to the relevant regulatory requesting the exemption to this requirement.

Elia currently procures balancing capacity for aFRR in two separate auctions. In one of those auctions, both symmetric aFRR bids (upward and downward balancing capacity offered in the same bid) and asymmetric aFRR bids are allowed. 

The design is currently in the process of being adapted. In this “future design”, symmetric aFRR capacity bids will still be allowed.

Period

Elia invites all stakeholders to submit any comments and suggestions they may have on the document submitted for consultation. 

The consultation period runs from 05 October 2021 to 05 November 2021

After the consultation period, Elia collects all comments and feedback from the market parties. Elia will analyse these comments and integrate them into a consultation report together with Elia’s responses. In addition to the consultation report, Elia will publish the reactions of the market parties (including names) on the website, unless it is explicitly stated that the contribution is to be considered confidential.
