Public consultation on the prediction of “deterministic frequency deviation” (DFD) and the contribution of Elia in the framework of a CREG incentive


Elia is organising a public consultation on the models for the prediction of deterministic frequency deviations (DfDs). This public consultation is organised in the framework of a CREG incentive for the promotion of system balance pursuant to Article 27 of the tariff methodology 2019-2023. 


The objective of the report is to give a description of the method used to select the dataset and the final models for the prediction of deterministic frequency deviations (DFD) in Elia’s LFC-block and show results of the comparison based on statistical indicators. The report also covers all advantages and disadvantages of the models, the relevance of publications related to DFDs and recommendations in terms of tool implementation (if applicable). The public consultation will give the opportunity to raise any further questions on the matter and share needs for further analysis or ideas for solutions.

Consultation period

Elia invites all stakeholders to submit any comments and suggestions they may have on the document submitted for consultation. The consultation period runs from 1st of September 2023 to 2nd of October 2023. After the consultation period, Elia will collect all comments and feedback from the market parties. Elia will analyse these comments and integrate them into a consultation report together with Elia’s responses. 

In addition to the consultation report, Elia will publish the reactions of the market parties (including names) on the website, unless it is explicitly stated that the contribution is to be considered confidential. The comments will also be taken as much as possible into account in the final report that will be published on the 22th of December 2023. The final report will provide the test results of the parallel run and will also cover a more elaborated roadmap towards the future.
