Elia consults on an analysis of the possibility to offer different types of balancing products and/or to combine the offer of balancing products (FCR/aFRR/mFRR) with the supply of energy in the DA/ID market through ToE on a same delivery point DPpg in the framework of a CREG incentive.

Context

Study consisting of analysing and proposing design evolutions for the combined offer ("combo") of multiple types of balancing products on the same DPpg delivery point. This study also includes the analysis of the simultaneous participation in balancing products and energy supply to the DA/ID market on DPpg delivery points for which a Transfer of Energy (ToE) is foreseen for participation in the daily and/or intraday market.

In this context, Elia carried out a transversal study to assess the opportunity and feasibility of opening up these combined offers at DPpg points in Belgium, taking into account the interest of market players in some "combos" in response to the Elia survey.

In addition, the study also includes a comparison of the Belgian concepts of "DPsu" and "DPpg" (defined in the T&C BSP) with the European concepts of "reserve providing unit" and "reserve providing group" (defined in the SOGL).

This consultation aims to receive any comments from market participants and relevant stakeholders regarding the consulted document 

The consultation period runs from Thursday October 20 to Sunday November 20, 2022

After the consultation period, Elia will collect all comments and feedback from the market parties. Elia will analyze these comments and integrate them into a consultation report together with Elia’s responses. In addition to the consultation report, Elia will publish the reactions of the market parties (including names) on the website, unless it is explicitly stated that the contribution is to be considered confidential.
