Compliance

In accordance with the provisions of the European network codes, Elia delivers a compliance statement (FON) once the Grid User installation is commissioned and proven to be compliant with all requirements.

Why do we have compliance rules? 

The European Network Code on Demand Connection (DCC) and the European Network Code on Requirements for Generators (RfG) specify that network operators shall submit general implementation requirements to the competent regulatory authority for approval. 

In that context, Elia submitted general requirements for application to Demand facilities, generators and batteries. 

At regional level these general requirements have been published and approved. At federal level, these general requirements are explicitly included in the Federal Grid Code. 

The guidelines are specified for different asset types:

  • SPM = Storage Park Module
  • PPM = Power Park Module
  • PGM = Power Generation Module 
  • SPGM = Synchronous Power-Generating Module

How are the compliance rules structured?

The compliance process foresees 3 compliance steps: 

  1. EON = Energisation Operational Notification, energization of the internal network by using the network connection
  2. ION = Interim Operational Notification, operate the generating unit, storage unit or demand facility for a limited period of time (max 24 months) and in the meantime solve any remaining compliancy issues.
  3. FON = Final Operational Notification, the generating unit, storage unit or demand unit is considered fully compliant and can be operated without any restrictions. 

There are different types of electrical facilities to be considered:

For Power-Generating Modules: 

  • Type A: power generating modules with a connection point below 110 kV and maximum capacity of 0,8 kW up to 1 MW (not included)
  • Type B: power generating modules with a connection point below 110 kV and maximum capacity between 1 MW and 25 MW (not included)
  • Type C: power generating modules with a connection point below 110 kV and maximum capacity between 25 MW and 75 MW (not included)
  • Type D: power generating modules with a connection point at 110 kV or above. A power generating modules and storage with a connection point below 110 kV and maximum capacity higher than 75 MW is also a type D.

Compliance 

For Storage Park Modules: 

  • Type A: Storage Park Modules with a maximum installed power of 0,8 kW up to 1MW (not included)
  • Type B: Storage Park Modules with a maximum installed power of 1MW up to 25MW (not included)
  • Type C: Storage Park Modules with a maximum installed power of 25MW up to 75MW (not included)
  • Type D: Storage Park Modules with a maximum installed power greater than 75MW

Concerning the load facilities, the requirements are the same for all the installations no matter the power of the electrical facility or the voltage level of the connection.

Depending on the type of electrical facility you would like to connect, a different checklist is available. The checklist will be shared as part of the in-depth study or minor modification letter of your project.
