Public consultation on Elia's test plan

The test plan is prepared by ELIA in accordance with the requirements of European Commission Regulation (EU) 2017/2196 of November 24, 2017 establishing a network code for emergency and restoration situations of the electricity network (NC ER).

Context

In accordance with Article 7 of the NC ER, Elia is holding an official public consultation on the new draft test plan. This document describes the tests (including test frequency and conditions) applicable to TSOs, DSOs, SGUs, defense service providers and restoration service providers, and defines the relevant equipment and capabilities to be tested for the defense plan and restoration plan.

On April 29, 2021, the Minister of Energy approved the test plan for the last time by ministerial decree. The Ministerial decree stipulates that Elia will submit an updated version of the test plan to the Minister within six months of approval of the Defense Plan and Restoration Plan. These documents were approved by the Minister of Energy by ministerial decree on January 25, 2024. A new test plan must therefore be submitted to the Minister by July 25, 2024 at the latest.

Consultation period 

The aim of this public consultation is to receive any comments from market players on the basis of the various elements submitted for public consultation. The consultation will last one month, in accordance with article 5, §1 of the Royal Decree. The consultation period will run from Tuesday May 21 to Friday June 21, 2024, at 6 pm.
