Consultation relating to the modifications to the ARP contract proposed by Elia

 

Context

Elia is launching today, November 7th a formal public consultation of the market players on modifications to the Access Responsible Party (ARP) contract.

The changes to the ARP contract are required to take account of several evolutions. They are necessary to implement the new service of balancing for the ‘tertiary control energy', developed within the framework of the project BidLadder. Elia takes advantage of it to suggest completing the contract ARP with other points : evolution of some definitions to be aligned with the Regulation CACM, the abrogation of article 7§3 of the law electricity, clarifications proposed in article 18 and evolutions relative to product R3, finally the rules applicable to the balancing perimeter within the framework of a pilot project R2 non-CIPU.

The purpose of this consultation is to receive any remarks that the market players affected by the proposals might have.

Period

The consultation period for modifications to the ARP contract runs from November 7th to December 2nd, 2016 6pm.

These reactions (with names) will be included in the official application files for approval of the changes to the ARP contract to be sent to the regulatory authorities. Elia will draft a consultation report that will be made available to all market players. If the market players so request, their responses will be handled anonymously in this consultation report.
