Consultation relating to the modifications to the ARP contract and access contract proposed by Elia

Context

Elia is launching a formal public consultation of the market players on modifications to the Access Responsible Party (ARP) contract and access contract.

The changes to the ARP contract are required to take account of two evolutions: enlarging the sourcing of primary reserve implies to modify slightly the design of this ancillary service; integration of certain specific elements of the Regulation CACM in Belgium. Elia suggests completing ARP and access contracts with the notion of electronic signature and the rules relatives to electronic invoicing. Elia wants to take into account of the technological evolution and the digitalization of documents, to propose more modern contractual procedures to his customers.

The purpose of this consultation is to receive any remarks that the market players affected by the proposals might have.

Period

The consultation period for modifications to the ARP contract and access contract runs from March 15th to April 8th, 2016 6pm.

These reactions (with names) will be included in the official application files for approval of the changes to the ARP contract and access contract to be sent to the regulatory authorities. Elia will draft a consultation report that will be made available to all market players. If the market players so request, their responses will be handled anonymously in this consultation report.
