Public consultation on the prequalification, control, and penalties for the aFRR and mFRR services in the framework of a CREG incentive

Elia is organizing a public consultation on the prequalification, control, and penalties for the aFRR and mFRR services. This public consultation is organized in the framework of a CREG incentive for the promotion of system balance pursuant to Article 27 of the tariff methodology 2019-2023.

Context

The objective of this report is to evaluate the control and penalty system as well as the prequalification conditions and the prequalification process for the aFRR and mFRR services, and to propose revisions if necessary. This public consultation gives Belgian Market Parties the opportunity to give their formal position on the new design proposals, of which a high-level introduction was already presented during 2 workshops before the summer period.

Consultation period

Elia invites all stakeholders to submit any comments and suggestions they may have on the document submitted for consultation. The consultation period runs from 22nd of September to 23rd of October 2023. After the consultation period, Elia will collect all comments and feedback from the market parties. Elia will analyze these comments and integrate them into a consultation report together with Elia’s responses. In addition to the consultation report, Elia will publish the reactions of the market parties (including names) on the website, unless it is explicitly stated that the contribution is to be considered confidential. Elia is organizing a 3rd workshop on 24th of November 2023 to discuss the integration of the various reactions of Market Parties or the motivation not to retain certain reactions if necessary. The comments will also be taken as much as possible into account in the final report that will be published on the 23rd of December 2023. The final report will include Elia’s recommendations, the consultation report, an implementation plan if applicable, and the report of the 3 workshops organized in the framework of this incentive.
