Public consultation on the "databeheersplan", in accordance with Article 4.1.19 of the Energy Decree
Topic
Elia is organizing its first public consultation on the “databeheersplan”, in line with the Energy Decree, specifically regarding the provisions related to the “databeheersplan” (Energy Decree, Article 4.1.19) and the obligation to submit this plan biennially to the Vlaamse Nutsregulator.
Context
Under Article 4.1.19 of the Energy Decree, Elia, as the operator of the local transmission network of electricity, is required to submit a “databeheersplan” every two years to the Vlaamse Nutsregulator.
The current “databeheersplan” includes several components:
- A detailed overview of current system integrations and associated data flows visualized as so-called data chains.
- An explanation of the main system impacts based on Elia’s forecasts of future trends in the medium term (three years) and long term (ten years).
In coordination with the Vlaamse Nutsregulator, an additional agreement note has been drawn up between Elia and the regulator. This note further elaborates on Article 4.1.19, as no additional provisions have yet been included in the Technical Regulation for the Local Electricity Transmission Network. This note is not open for consultation and merely reflects the agreements between the network operator and the regulator. It is attached as an annex to the consultation document.
Consultation Period
Elia invites all stakeholders to submit any comments and suggestions on the document presented for consultation.
The consultation period runs from 4 June 2025 to 4 July 2025.
After the consultation period, Elia will collect all feedback from market participants. These comments will be analyzed and incorporated into a consultation report, along with Elia’s responses. In addition to the report, Elia will publish the participants’ responses (including names) on its website, unless explicitly marked as confidential.
