Formal public consultation on the CRM design notes (Part II)

Context

Today, Wednesday 2 October 2019, Elia launches a formal public consultation of the stakeholders on a second set of design notes related to the Capacity Remuneration Mechanism (CRM). The following documents are being consulted upon:

  • Design Note on Derating factors
  • Design Note on Prequalification and Monitoring
  • Design Note on Auction Process
  • Design Note on Payback Obligation
  • Design Note on Secondary Market
  • An updated list of definitions as used throughout the different Design Notes

This public consultation is held within the framework of the design and implementation of a Belgian CRM as foreseen by the law of 4 April 2019 modifying the Electricity Law and published in the Belgian Official Gazette on 22 April 2019 (“CRM Law”) (Dutch versionFrench version).

Via this public consultation, Elia wants to inform all market parties and relevant stakeholders as clearly as possible about the different aspects of the CRM design and actively seek their feedback on those proposals. 

Period

The stakeholders are therefore kindly requested to provide their comments and suggestions within four weeks after the launch of the consultation. The reactions can be provided to Elia via the form below. The feedback is expected at the latest by Wednesday 30 October 2019 at 6 pm.

Please note that on 13 September 2019 a first set of design notes has already been launched by Elia for public consultation. Also an additional consultation will take place in Q1/Q2 of 2020 on the final proposal of the market rules, integrating several elements of the design notes.
