Elia is organising a public consultation on the topics addressed in the Task Force Princess Elisabeth Zone (PEZ) and related workshops, to highlight the considerations to be taken into account by the candidate developers for the upcoming offshore concessions and the impact on other stakeholders.
Elia organized a series of Task Force PEZ and ad-hoc workshops in 2022 and 2023 to engage with stakeholders regarding the Princess Elisabeth Energy Island and Princess Elisabeth Zone. All materials, such as agenda, presentations, and minutes of the meetings are available on the Elia website.
These stakeholder interactions suggest that Elia is actively engaging with market players and stakeholders to ensure transparency, gather input, and consider any concern related to the Princess Elisabeth Energy Island project. This collaborative approach can help in making informed decisions and ensuring the project's success.
Context
This public consultation is a voluntary initiative by Elia and aims at receiving comments from stakeholders on the different topics presented in this document.
This report covers the main topics addressed in Task Force PEZ and ad-hoc workshop:
- Connection requirements: summary of technical infrastructure aspects;
- Dynamic & Harmonic: amendments and clarification regarding the technical specifications related to Dynamic & Harmonic phenomena;
- Market design: justification of the target market design including the role of an offshore bidding zone, the implications of advanced hybrid coupling, and the importance of the implicit price coupling with Great- Britain;
- Balancing design: analysis of the planned offshore developments on real time system operation and balancing, the proposed for mitigation measures to handle storm and ramping events and to deal with the hybrid interconnection design, and the implications for the offshore bidding zone on balancing market design.
Period
Elia invites all stakeholders to submit comments and suggestions. The consultation period runs from 20 November 2023 to 22 January 2024.
After the consultation period, Elia will consider these comments and update the consultation report. In addition to the finalized report, Elia will publish the reactions of the market parties (including names) on the website, unless it is explicitly stated that the contribution is to be considered confidential.
