Public Consultation on the scenarios for the 10-year Federal Development Plans Electricity and Hydrogen

Context

This public consultation is being conducted according to Article 10, §1 and Article 29, §1 of the Royal Decree of May 12, 2024, on the procedure for the development, approval, and publication of the hydrogen transmission network development plan and the electricity transmission network development plan.

The documents submitted for consultation are:

• A general document detailing the context, methodologies, key assumptions, proposed scenario assumptions and values but also general questions.
• An Excel file containing detailed quantitative inputs and assumptions per sector for each scenario.
• A document describing several key elements of the modelling approach to be used in the national development plan for electricity.

Additionally, you will find all presentations made during working group sessions with various stakeholders prior to this consultation, as well as the minutes of these sessions:

Please note, however, that some input values have been updated since those sessions. As such, these materials are provided for context only and do not constitute official consultation content.

The purpose of this consultation is to gather comments from current or future users of the electricity or hydrogen transmission networks, distribution network operators, the CREG, and relevant regional authorities, as well as other interested organisations (e.g. NGOs, academic institutions, research bodies, etc) regarding the developed scenarios.

Period

Elia invites all stakeholders to submit any comments and suggestions they may have on the document submitted for consultation.

The consultation period runs from Friday, July 18 to Friday, September 12, 2025 6:00 PM.

After the consultation period, Elia and Fluxys will collect all comments and feedback from the market parties. The comments will be analysed and integrated into a consultation report together with responses. In addition to the consultation report, Elia and Fluxys reserve the right to publish the reactions of the market parties (including names) on the website, unless it is explicitly stated that the contribution is to be considered confidential.

Responding to the consultation

Stakeholders are invited to submit their comments and suggestions from the launch of the consultation. These must be received no later than Friday, September 12, 2025, at 6:00 PM.
