Transfer of Energy

The Transfer of Energy (ToE) framework allows a grid user to valorize his flexibility via a Flexibility Service Provider (FSP) independently from his supplier.

Flexibility of demand

Flexibility of demand is defined as the ability of a grid user to voluntarily increase or decrease their net offtake from the grid in response to an external signal.
This flexibility can be valorized by a grid user via their supplier or via an independent FSP which offers it to the market or to a system operator. When the FSP supplies flexibility to a TSO in the form of balancing energy, the FSP becomes a Balancing Service Provider (BSP).

ToE framework

Transfer of Energy (ToE) is the framework which enables flexibility of demand to be valorized via an independent FSP.
The purpose of ToE is to neutralise the effects of the activation of energy by the FSP on the supplier and on the Balance Responsible Party (known in this context as the “BRPsource”) of the grid user in question.
In practice, this involves:

  • Neutralising the impact of the activation on the calculation of the imbalance of the BRPsource.
  • Providing the necessary data to the FSP and the supplier to enable them to correctly adjust the financial impact of the activation on the supplier.

In order to guarantee the trust on the ToE volumes by parties involved, every year Elia is subject to an audit by an independent company on the activities of flexibility data management. The audit report is also published on our website.

ToE rules

The “Rules on the organization of Transfer of Energy” (also called the ToE rules) describe the available solutions (Transfer of Energy or alternative solutions such as “Opt Out”).
These solutions allow grid users to valorize their flexibility and, if necessary, apply the principles regarding determination of flexibility volumes, imbalance corrections, financial settlement, data exchange and phased implementation on different market segments.
The Elia-Supplier contract stipulates the modalities regarding communication of flexibility data between Elia and the supplier.
