Public consultation on the terms and conditions outage planning agent, the terms and conditions scheduling agent and the rules for coordination and congestion management

Context

Elia ran the consultation of its proposal for the following three documents (1) the Terms and Conditions Outage Planning Agent, (2) the Terms and Conditions Scheduling Agent and (3) the Rules for Coordination and Congestion Management.

The following three documents were consulted

• for the Terms and Conditions Outage Planning Agent and the Terms and Conditions Scheduling Agent: a transposition of the current non-regulated contractual and operational framework (CIPU contract signed by BRP) towards a regulated contractual and operational framework clearly making a distinction between roles and responsibilities attributed to the Outage Planning Agent (OPA contract signed by OPA/BRP) and the Scheduling Agent (SA contract signed by SA/BRP) as set by the System Operational Guideline (Regulation (EU) 2017/1485) and the Federal Grid Code of 22 April 2019.
• For the Rules for Coordination and Congestion Management : document with the Rules for Coordination and Congestion Management describing the operational rules for Elia on coordinating technical units subject to outage planning and scheduling obligations as well as rules regarding the management of congestion risks.

These documents reflect the current “as-is” situation and should be viewed as a first step of a transitionary period that ends with the introduction of the new design elements as proposed by Elia in the framework of the iCAROS project.

Period

The consultation period ran from Monday 16 September to Wednesday 16 October 2019.
