Public consultation on the market functioning rules for the compensation of quarter-hour imbalances (“Balancing Rules”)

Context

The connection to European platform for the exchange of aFRR balancing energy, known as the PICASSO project, requires an evolution of the local aFRR energy design. This design evolution is to be translated in the T&C BSP aFRR as well as in the Balancing Rules.

The Proposal for Amendment of the T&C BSP aFRR is being publicly consulted between 8 December 2021 and 18 January 2022 (see link). 

In accordance with article 200 of the Federal Grid Code of 22 April 2019, Elia launches a public consultation on the proposed modifications in the Balancing Rules. The main changes in the Balancing Rules are related to following topics:

• The interactions with the aFFR-Platform for the selection of the aFRR Energy bids and the fallback situations
• The computation of the System Imbalance
• The computation of the Imbalance Price
• The publications on the Elia website
• The reporting towards the CREG

The informative note in support of the consultation elaborates on the evolution of the computation of the System Imbalance and of the Imbalance Price.

Period

Elia invites all stakeholders to submit any comments and suggestions they may have on the document submitted for consultation.

The consultation period runs from 23 December 2021 to 2 February 2022.

After the consultation period, Elia will collect all comments and feedback from the market parties. Elia will analyse these comments and integrate them into a consultation report together with Elia’s responses. In addition to the consultation report, Elia will publish the reactions of the market parties (including names) on the website, unless it is explicitly stated that the contribution is to be considered confidential.
